And there's a lot to unpack today — starting with a story that's going to get talked about at every conference table in Beijing and Moscow this week.

Let's start with a genuine win: Avio's Vega C rocket lifted off from French Guiana and successfully deployed two European science satellites — Sentinel-3C, the European Commission's ocean and climate monitoring satellite, and FLEX, ESA's eighth Earth Explorer mission, built to measure the actual fluorescent glow plants give off during photosynthesis, from orbit, for the first time. That's the kind of niche science mission that never makes headlines but genuinely advances what we know about plant health worldwide. This was Avio's second Vega C flight of 2026, and just as important, its second as sole launch operator now that it's split from Arianespace — CEO Giulio Ranzo called the launcher's performance flawless. Sentinel-3C is a replacement satellite, eventually taking over from Sentinel-3A, which has already blown past its seven-year design life and kept flying for more than a decade. Ranzo also said on an earnings call that Avio's third and final launch of the year is targeting the very beginning of December, carrying satellites for Italy's IRIDE constellation — though he admitted a fourth launch this year slipped because, in his words, one satellite was somewhat late. Iceye says it's entered 2026 with more than one and a half billion euros in contracted backlog — and remember, backlog is a pipeline figure, not cash already in the bank, so treat it as a forecast, not a bank statement. The company's still aiming to build two satellites a week by the end of 2027. My read: the KPI that actually matters here isn't the country count or the satellite count — it's revenue per satellite, and Iceye hasn't published that number yet.

Three hundred million euros — $348.6 million, Payload reports — is the fresh funding UK-based satellite maker Open Cosmos just closed, led by investors on the continent, with participation from Lightrock, ETF Partners, Institut Català de Finances, and Entrepreneurs First, among others. Payload frames it as part of a run of nine-figure European raises this month, coming right behind The Exploration Company's $450 million Series C last week — where, Payload notes, two of the three round leaders were European. CEO Rafel Jorda Siquier told Payload he deliberately wanted strong European representation, because, in his words, the company is building 'strategic infrastructure in Europe.' The money's going toward expanding four satellite-manufacturing facilities and growing a roughly four-hundred-person engineering and software team spread across the UK, Spain, Portugal, and Greece. Now, a Dealroom report — cited by Payload, not confirmed by the company itself — puts Open Cosmos's valuation around two billion dollars, but Open Cosmos didn't disclose one, so treat that figure as unconfirmed. Still, this run of raises is a real shift: Payload notes a European Space Policy Institute report found that in 2025, not a single growth-stage funding round was led by a European private investor. That's two European-led megarounds landing back to back — Open Cosmos and the Exploration Company both — on top of Iceye's own billion-dollar raise earlier this year, though we don't know who led that check. Either way, the volume alone is the story.

One more before we get to the big story: the Pentagon's Defense Innovation Unit — DIU, its fast-track office for buying commercial tech — wants an AI system that can fuse fragmented sensor data into a real-time picture of space and missile threats. The solicitation says existing tools struggle to tell closely-spaced objects apart and keep threat models current, and it wants insights fast enough to actually drive operational decisions — feeding both human-readable displays and machine-to-machine software links for automated command systems. And there's a question worth sitting with beyond the hardware: why this specific venue, this specific week? AFA's Air, Space and Cyber Conference is one of the industry's biggest annual gatherings — contractors, foreign attachés, and press all in the same room. Saying it there, instead of in a classified hearing or a written statement, reads like a message meant for multiple audiences at once. And I'll admit, there's something almost funny about a Cabinet-level official spending an entire answer explaining how much time the Pentagon spends deciding how to talk about talking about this — that's bureaucratic hedging as an art form. Here's where I land. My read is that the specific phrase matters less than the fact that a Cabinet-level Pentagon official chose to say it at all, on a public stage, with cameras running. That's a policy decision as much as a disclosure. But 'space control weapon' is doing enormous work in that sentence for something that comes with zero specifics attached. There's a taxpayer question buried in here too. Golden Dome's funding — reported anywhere from $22.5 billion to $25 billion — is already about 90 percent obligated, per Golden Dome director Gen.
